"The article can be accepted for publication. One detail needs to be clarified. Line 161 states "The identities of the individuals in the provincial RAI-HC dataset were known to the researchers" It isn't clear what this means. Is the important point that the dataset contains identifiable information, or that the researchers were personally acquainted with some of the individuals whose data was recorded in the dataset. If the dataset doesn't contain identifiable information, and the sentence at 164 " No personally identifying information was available in the dataset used for analysis. " suggests it doesn't then the fact that individuals in the dataset were known to the team is irrelevant. Or is it the case RAI-HC does contain identifiable information but that RAI-HC is not "the dataset used for analysis"."
